Stephen Porges introduced the word neuroception to describe the nervous system’s continuous, non-conscious scanning of environment and other bodies for cues of safety and threat. Safety, in this framing, is not the absence of stress. It is a specific physiological state — ventral-vagal engagement — in which the face becomes readable, the ear tunes toward human voice frequencies, curiosity and learning become possible, and connection can happen. Without this state, everything else the nervous system might do (learn, love, create, recover) becomes harder or impossible. Building conditions of safety is not a luxury. For most nervous systems most of the time, it is the whole practice.
