The last twenty years of neuroscience have reshaped a picture that reigned for a century. The brain, once described as a reactive organ that responds to inputs, is now more accurately described as a predictive one. It guesses at the world before the senses report on it, and mostly uses the senses to check its guess. Under this view, every act of perception, memory, emotion, and decision carries a prior — a hypothesis inherited from history. When we call something obvious, we usually mean the prior was accurate enough that we did not notice it running. When something surprises us, the prior missed. Understanding prediction is not one topic among many in the NSI library. It is the substrate on which all the others rest.
