Bauer (2015), in Psychological Review, proposed a complementary-processes account of childhood amnesia in which the neural systems that encode and consolidate autobiographical memory mature at different rates, producing a period during which encoded memories fail to consolidate as durable autobiographical narratives. Rubin (2000), in Memory, mapped the distribution of early childhood memories across adults and found the characteristic paucity of memories before age three or four, with a gradual increase thereafter.
